[CBQ] New Athearn HO Scale NE-13 waycars

Athearn sent out an email this morning that they will announce at 
Trainfest CB&Q and FW&D wide-vision cabooses. They are advertising 
correct window arrangements and cupolas. They are claiming these will be 
better than brass in detailing and are DCC equipped with LED lighting.
