The editor of that periodical writes: 

Copies of the Summer 2018 issue that have this article regarding the Land of the Burlingtons are still available.at $9.95 for the magazine and $3.00 for postage.  People can send a check payable to Shore Line for $12.95 and mail to to Shore Line PO Box 425, Lake Forest IL 60045-0425 and we will be pleased to mail a copy of the article to them.

O scale is definitely an option. The company we are working with can scale them without an issue, we just get less per sheet, but there are no additional setup fees.
