Rupert it would be my opinion based on my RR experience and the 20 plus years at a major leasing company that this partial painting is the result of repairs to the end of the car.

There’s a photo on eBay of box car 21323, an XM-33 fitted with DF loaders, at Dallas in November 1960.

Most of the car is in a very faded mineral red colour but one end and the first couple of feet of the side(s) have been recently repainted in shiny box car red, except around the end of the Everywhere West stencil and the capacity information. There is a patch
of new paint for the reweigh details at the other end of the side and by the capacity detail stencil (routing instructions?) On the far side of the end is a “Do Not Hump” card.
My query is whether the repainting would have been for recognition purposes – perhaps special assignment - or following repairs.
