[CBQ] Suburban duplex

I recently purchased a passenger copy of a Q punched suburban duplex. I'm 
trying to determine the time period. The duplex shows the signature  of A. 
Cotsworth, Passenger Traffic Manager. The duplex includes stops at all the 
usual points plus Morton Park, Eola and scraper works. It does not include Nifa 
 so it predates the 1920s. 

If those of you who have public timetable collections can look for Mr Cotsworth 
name could help me identify the date .
