I can’t help with why but somewhere I have a slide of a Q “Whale Belly Hopper” at a dealer in Sacramento.
I was told that they came in fairly regularly I only got over to see the one.

I have an undated photo taken at Cajon Pass on the Santa Fe which partially shows a CB&Q two-bay covered hopper. A friend of mine has another photo which shows several CB&Q two-bay covered hoppers at the nearby Victorville cement plant.
Normally, cement cars did not travel very far off their home rails. Does anyone know with certainty (please, no guesses) why such CB&Q cars would be so far away from their home rails in cement service?
