Leo, It sure does look like Streator. The train is about to cross the NYC heading south towards the depot. The yard is about a mile north of this point. The switches to the right should be the leads to Owen-Illinois. The photographer is probably shooting from E. Morrell St. My NYC industry list shows the hoppers on the left delivered to Robertson Bros. which was a concrete block manufacturer and may have been a coal dealer. Just above the hopper car is a black water tower which would have been for the Anthony company. Interesting permanent yellow semaphore on the NYC. Looks cold on the front of the Uboat. Neat picture.
