They did..."PV46 indeed caused a loss of communications between nearby trains
and activated the emergency brakes on those trains. No such incident happened
before PV46 was put into service on that day."
In essence, the trains most likely require a "carrier" signal to be broadcast
and received to keep the trains in motion. Any interruption of the signal
causes the train to be shut down. PV46 was in essence acting
as a "jammer" (USAF jargon for a jamming pod designed to interrupt radar
signals) and interrupted the signals on the passing trains.
