Andy,

I assume the cars you are referring to are Class LO-10 PS-2 4740 cuft PS-2 Covered Hoppers built 1967 by P-S and numbered 184600-184949. I have two of the 87-830 sets in front of me. There is a number from this series on sheet (184924) that has both side and end numbers. The car diagram refers to having the lettering to do the LO-10 and LO-10a. The only big problem I see lettering these cars from this sheet is the build date lettering as there is no 7 or 67 on the sheet that is the proper size.

The society sets did the early PS-2 Covered Hoppers, so they do not cover what you are trying to do.

Are the MS 87-830 decals correct for the CB&Q PS-2 4740 covered hopper?  Also, noticed that a different PS-2 decal set may have been available from BRHS at one time. Any chance these are still around?
