If I may speak to the location of the Casselton collision video...

The crude oil train (eastbound) has just transitioned from the Jamestown Sub to 
the KO Sub. The Jamestown Sub was Track Warrant Control at the time of the 
crash. The KO Sub was CTC. It would be my understanding (and common practice at 
this location) that the crude oil train was using Jamestown Sub AAR channel 39 
in an attempt to clear their Jamestown Sub track warrant, while the grain train 
(and likely the maintainer) were on AAR 70, the correct radio channel for the 
KO Sub. At the point of impact, the two trains are on different radio channels, 
and did not have direct radio contact with each other, or the maintainer.
