All this discussion about operating steam locos in high water reminded me of
something. Today if the roller bearings of a wheel set are submerged they just
be changed out. The simplest way to do so is to change the wheel sets. Also if
the brake valves are submerged they must be changed out.
Was there not a similar rule back in the days of friction bearings ? My
experiences with them was they were not nearly as water tight as roller
bearings.
When I worked for a large leasing company there were many discussions with RRs
and lessees as to who's track the cars were on when they were under water.
There's even a couple rules in the field manual covering who's responsible.
