I've tried
for two days to respond to your question regarding the E5 locomotive
from the Eagle Imports set directly, but those emails have been
returned due to the "Mail server for 'mchsi.net' being unreachable
for too long."
The locomotive is straight DC, but I am willing to install a decoder of
your choice for the cost of the decoder and installation
materials.
