What seems a little odd to me is that the square on the tender would seem to indicate a lignite burner, but the engine doesn't seem to have the extended smokebox typical of Burlington's lignite burners. Could there have been a recent tender swap?

Group - 4004 was easy. Now, "what's wrong" with Class O-1 No. 5030 shown (inserted/attached) on the ready track in Denver, CO, on August 20, 1938? All I can say is that appearances can be deceiving. For a clue, look at the tender:
