The three-volume set is a documentary history; it reproduces documents, such as articles of incorporation, leases, etc., of the various corporate entities that came to constitute the Burlington Route.  The single volume of 1917 is the actual corporate history of the various constituent companies, including maps, compiled to meet the requirements of the 1912 Valuation Act that led to the ICC valuation of the nation's railroads.

Can anyone advise what the difference is between Baldwins 1928 three volume corporate history and the one volume 1917 of 488 pages ?
