Used by an tower operator to flag a train through the plant?  At least I think I saw that in the special instructions on a (dare I say) Milwaukee ETT.

Mike,  Clear cast is about 50 to 100 bucks and the amber etched is about $150 to $225.  Amber is tough to find.  Archie
