Interesting I had not heard the morse code tie before.
 
Checking the 1883 "Rules of the Operating Dept." the crossing signal is a long 
and a short __  o.
 
The 1888 " Rules of the Transportation Dept"  the signal is two longs and two 
short blasts __ __  o o. 

This stayed the rule until the 1929 "Rules of the Operating Dept" when it 
changed to the familiar two longs a short and a long __ __ o __
