According to a 1900 Committee report to the American Railway Engineering and
Maintenance of Way Association's AGM -

 

Chatts are the tailings from lead mills and are about the size of very
coarse sand. The lead ore is

separated from the quartz rock after being crushed. Chatts are regarded by
some of those who have used them

as the ideal ballast, easy to tamp, making the renewal of ties cheap; heavy
in weight, hence holding the tie in place; and

comparatively free from dust.
