John and all,

I looked closer at the picture and it looks like there is a light hanging on the left side of the signal. It is hard to see as it is in the distance in the photograph. From what I have seen in the answers so far I think it is a block signal. It is definitely not a train order signal as the photo has this next to the depot. Thanks for everyone’s ideas.
