I think the law changed in 1955 because that's when MP merged with I-GN.

Also, for many years, I can't remember when the law changed, but Texas required that all railroads that operated in Texas, be headquartered in Texas.  Hence, the Fort Worth and Denver, Panhandle and Santa Fe, Gulf, Colorado and Santa Fe, Texas and New Orleans, etc.
