Look at the number of downtowns that have flooded in the past hundred years.  You'd think that MAYBE they'd move the downtown area to an area less prone to flooding, perhaps only a few hundred yards from the current one.  It would be cheaper, in the long run, to move it once, than to rebuild it two or three times.  I wonder of the railroads were any smarter in placing their roadbeds.

Probably wasn't a good idea considering how badly DT Naperville flooded the spring but that's a different story.
