Just to be clear - this is an N Scale car painted for Burlington, with Burlington on the letterboard and "CB&Q 4515" in the middle of the lower panel. The car is a Plan 3416 28-1 (28 seats, 1 drawing room) Parlor car. Burlington never owned them, the number is for a Chair Car. I believe that in the standard steel era, Burlington's only Parlor service was in combined/composite cars - that is, cars with more than one service - Parlor/Diner, Parlor/Buffet/Obs, Diner/Lounge, etc. I haven't found any of the General Service parlors assigned to the Q in that era. And....just to be clear, the way that car is painted, it would be in the post 1948 era, and likely post 1952 or so, and that cuts available uses way down (*most* parlor operations were covered by Budd cars by then). Most of the 28-1s were assigned to roads back east - PRR, NYC, B&O, NYNH&H & LV were original assignments (RDG & DL&W had plan 3416-A cars assigned to them). Most model passenger cars are foobies - Walthers & Micro-Trains aren't going to make money by limiting the names to those that had the cars. Add to that the complexities of ensuring the cars have the proper (or any) A/C for that particular car name and that roads had the cars (and owned them, not just assigned, and were painted in the more colorful (usually) light weight colors (and lettered correctly for them when they are - not often done) - and ensuring the proper mixture of all this and more, means that RTR cars are not likely to be "correct" (with obvious exceptions - hard to mistake a MILW built car or UP domes, or AT&SF hi-level cars). Having said all that, when you look at a 28-1 car, it is a series of paired windows, and does not look terribly unlike a paired window coach (which is, I assume, what Micro-Trains was going for in this case). Everyone has their own level of acceptance for prototype accuracy (or inaccuracy). If you wanted to run the car as a HW chair, in N scale, I'm not sure how many people would fuss at it.
