I don't believe any Baldwin VO-1000s were delivered with four stacks, at least, not to the Q. From what I have read, the four stack modification was added by the RR companies and may or may not have been sanctioned by Baldwin. I believe it was an effort to reduce back pressure in an attempt to improve power assembly performance. On the Q, the VO-1000s were generally assigned to Chicago and Kansas City. One group was modified while the other was not. I don't have my notes with me, but as I recall, the Chicago units were the ones modified.

Burlington Bulletin No. 23 page 101 shows VO-1000 #9364 with a single stack. The photograph caption says the photo was taken in the Burlington yard in 1948. I don't know if it was delivered with 1 or 4 stacks, or whether it was converted from 1 to 4 stacks after 1948, but the photographic evidence confirms that it had 1 stack in 1948.
