Bill, Ballasting a bridge means that the track is just part of the right of way and not fixed to the actual bridge itself. You can maintain a much better alignment through the bridge and in theory maintain track speed. I'm sure there's more to it from an Engineering point of view, but if you can ballast a bridge, you'll get a better ride across the bridge.
