Doug:  Cotter was a junction switch at about MP 135.2 on the Needles to Maxwell line, with the switch serving as the entrance to the remnant of the Carrollton branch.  A portion of the branch from Forker to Cotter, through Sumner, Hale, and Tina was either relocated or substantially reconstructed in place for the new line in 1950 and 1951.  Cotter evidently did not exist prior to this time.
 
I would be curious to know the milepost for Niles, Iowa (between Viele and Bloomfield), which you mentioned in a previous post.  The list of facilities I work from shows a station at Mount Sterling at MP 55.14 and at Cantril at MP 63.36, but the only thing shown between of any significance is the Fox River bridge at MP 55.55.

Glen, the only Cotter I know is a station on the former MILW line between Davenport and Ottumwa. Cotter is just east of Ainsworth IA parallel with Hwy #92, there is a siding just east of town still used by the CN who now owns the line. Saw a train sitting at the signals just last week, when I drove through the area.
