Decals were available for the Sunshine resin flatcar mini kit FM-11, 11A but the CB&Q looked quite beefy.
There is a website for Sunshine kits. http://sunshinekits.com/suninst/instmk03.pdf
 
Sunshine only sells mini-kits or decals only at the RPM meets as I recall. The website is for reference only.
A better substitute for the roadname could come from the Champ roadname set or Microscale's wood boxcar set. Generic dimensional lettering may come from a set sold by Rail Graphics. They were sold for different eras and had multiple car types on each sheet.
 
I found thes very useful in lettering my Q composite USRA gon and Tichy USRA hopper. Lots of chopping and positioning to get the correct weights and dimensions.  Rail Graphics quality of printing is superb as is thier performance. Use Micro Sol & Set.
There is a tab on the RG website that will take you to other manufacturers like Mark Vaughn. He has an excellent set for M&St.L flatcars that may be cobbled for your Q project.
