It looks to me like the westerly new cantilever in these photos for eastbound trains is for three tracks (the eastbound or main 2, the westbound or main 1, and the Burlington east yard lead).  The easterly new cantilever in the previous photo is for three tracks (the westbound or main 1, the eastbound or main 2, and the K-line main).  The area between the two signal cantilevers appears to be a control point with 4 power switches (a switch from the K-line to main 2, crossover from main 2 to main 1, and switch from main 1 to the yard lead).
 
Each signal appears to have two heads, which is required for today's signal aspects, many of which require two heads to display the proper signal aspect.
 
On the off-chance that you are looking at the fairly wide space between each of the signal foundations and the nearest track, and think that there might be a track missing, keep in mind that today's clearance standards call for 15' clearance from the centerline of the nearest track to the near edge of the signal tower.  Practically speaking, although there isn't room for another track, there is room to drive between the track, when occupied by a train, and the foundation.  The old cantilever at MP 204.99 probably only had a clearance of about 9 feet to the WB track centerline.

I didn't think you you could have a signal for a track that does not exists at the signal.you would have signal light show a diverting track with the signal over the track that has the switch in it
