Given the date, I would think the primary consideration was finding the dollars 
to do the deed. The NP took down the banking house of Cooke and Co. in about 
Sept. 1873, and then flailed on under an austerity program until about May 
1875, when things were finally so bad they were forced into receivership. The 
only major construction undertaken from ca. 1873 to ca. 1880, at least on the 
west end of the system, was a tiny branch line from Tacoma, W.T., into eastern 
Pierce County to access coal deposits. That's under thirty miles of 
construction in a five-year period. Hard times.
