Leo,

I don't know when they created "standard rules" however I have a copy  
of the 1883 and the 1900 rule books for the CB&Q. The 1900 rule book  
is set up in the manner of later books while the 1883 is set up very  
differently. In 1900 Rule G is in the general rules in the very  
front. In the 1883 rule book the rule on intoxicating liquors is no.  
187 near the back of the book.
