[CBQ] Herrin Junction Gob Track

The Herrin Junction gob track didn't just dispose of damaged and refused 
freight for the Q and refuge for the Valier Coal Company. I have corresponce 
from traffic department about the fact that the railroad was hauling used 
foundry sand to Herrin Junction and dumping it for Caterpillar for a small fee. 
The traffic folks were complaining about losing money on the deal but figured 
they would keep doing it because Cat was a big shipper (and receiver). There is 
also a letter to the IRS claiming that this service was not a transportion 
function and it should not be subject to the 10% percent freight transportion 
tax. The IRS said it was, end of story.
