[CBQ] Meet Reefers Shipping Weight

I received an email asking about how the shipping weight was
determined for outbound reefers of hanging dressed meat. During my time with 
the Eastern Weighing & Inspection Bureau I had no one shipping meat in 
Northeastern Pennsylvania. I do not know the answer. I am thinking track scale 
unless the packing plant weighed each piece of meat on a scale before loading 
it to have a Shippers Weight Agreement. Anyone know the answer to this question.
