This is the response I got from the Godfatherrails website. I am also going
to check with our facilities director, who worked in the Zephyr Pit in Chicago
in the mid 60's to see if he remembers an E8 with black nose stripes.

you sure about the date of the photo? The following three pictures show 9947B
with red nose stripes in 1964 and 1965:
