Thanks for the response.  I suspected that it was a "recent" naming but had no 
idea when.

No.  It was built specifically for the Pioneer Zephyr and spent its whole
working life in 9900's consist.

Per the May 6, 1997 Chicago Tribune:

"A fifth car, added [by new owner Ron Lorenzini] to accomodate more
passengers, remained nameless until five years ago, when Lorenzini met the
late Albert Dean, who designed the Zephyr.  Lorenzini said he christened
the car after the engineer's wife, "a real sweetheart," Effie Dean."
