If you are talking about conducting research in person, I visited the Library 3 
years ago and they even allowed us foreigners in to 
look at the stuff! I just arrived, filled in a form, produced my passport and 
that was that. There are rules about what you can take 
into the reading room but I'm sure there have been more recent visits by List 
members.
