Sounds like it was consistently (at least in 100% of the known surviving 
examples!) acquired without a movement.  IIRC, mine is also constructed of 
plated brass.  Given the age of your movement and wear I am inclined to believe 
that it was more likely a Worlds Fair-type or Years-of-Service type give-a-way 
as opposed to a piece of chinese import crap purchased at the local flea market.

I have found one other person who had one.  I think he said he got it from an 
antique store in Iowa.
