Part of the reason to notify the "proper peole" is that of safety. In the case of brass bearings it must be determined that the brass, wedge and lubricatior pad is correctly positioned in the box and the wheel set is OK for service. With roller bearings a qualified car inspector must "roll check" the bearing to assure no damage was caused by the derailment. Also, sometimes, the Roadforeman or Trainmaster want to find out who to "fire" (Nah, never).
