Another institution to think about, that folks near Chicago (and
hence in CB&Q territory, and more hence (?) might have more folks on
the list around) is the Transportation Library at Northwestern. It
has a tremendous collection, and copying is quite easy (or was about
5 years ro so back when I did it). They were one of only two places
that had the so-called "Treaty of Boston" or tri-partie treaty
involving the UP, D&RGW and AT&SF (amongst others, as there were
other surrogates like the DSP&P involved).
Not sure HOW early of ORER you are looking for, but it is likely they have it.
