Power you are talking about was Green Forest. You are correct
that Cascade had nothing to do at the time before merging.
GN got merging with Cascade new power. CB&Q got a few CB&Q
units in power and planned with passengers at the merger. It
was not pleased and the new Spokane power was used by the
new units to make photos. That power was left at West Burlington.

After new power some power was still on paper as Green Forest
before finally being built three or more months later and just
changed at the last minuet.

I don't care for the oversized hockystick white and the really, really
small-size road numbers on the SD45s long hood. They should have made
the road numbers larger like those on BN locos. Now, if they had most
of the long hood painted green instead of white, and placed the
Burlington name with the same font and szie as on the chinese red
engines, it would have looked great!

PS: IMHO, the road that had the best looking BN-like rolling stock
painted just before the merger was Northern Pacific. NP kept putting
their logo on their pre-merger green boxcars and cabooses, unlike the
Q, which just had plain Burlington in a new-style font.
