I would have to saw that the NP decision got them the U23C power.
CB&Q management was already being moved and was many of this
power decision.
The U23C did not get the power change that was needed with the
U23C. While it was rather cheap no one wanted to take 9 U23C
power changed for the same number of 9 SD7 power. While it had
been tested and used if from time and time it was not what they
wanted to do as part of that change. The change was discussed a
great deal but no one wanted to use one and get the change. It
only cost about $150.00 apiece but was not what they wanted.
U23C power was usually used as local power from Clyde to Galesburg,
Savanna, and Streator. Savanna to Galesburg could also be used.
After the change was made after late 1971 it was moved as local
power between Alliance to Laurel. Maintenance power was usually
done at Livingston. The U23C power was not used by coal power and
was also not used in local power at Alliance, Edgemont, Gillette,
and Sheridan. The local power being used from one place to another
was all that anyone wanted. Laurel would often hold from two or
three days just with one for a unit or two or three. It was no rush
and no one cared.
As information I retired after 42 wears. Just about everyone makes
getting retired right at 60 and it was expected.

As Bob Webber so eloquently pointed out, the weak link in the EMD
products of the 1950s and 60s was the electrical system. With the
introduction of the GP20 and subsequent models, EMD pushed the
capacity of both mechanical and electrical systems.
Much has been written about the builders and I have no documentation
to support any position. My knowledge has been gained from an array
of publications and personal conversations. In many ways, EMD built a
valuable product, levered sales, and like any other manufacturer, had
product problems. On the other side of the issue is the fact that
products built when I was a child can still be found in operation,
not many, but the SD9 continues to chant somewhere.
