Was the original poster really talking about "Builders Plates" or was the real
subject the "Model Designation Plates" (FT, F2, F3, F5, F7, E5, E7, E8, E9,
etc.)
that the Q specified to be included on their power (including EMD-style plates
on their GE U-Boats)????
Builders plates were applied almost universally by EMD, GE, ALCO, Baldwin,
etc.. as a matter of course (except maybe on some B units). Model designation
plates were not universally applied and the Q actually had some made up for
earlier locos that were not delivered with them.
