John, This is not the 'definitive' answer, but I was there railfanning
around March of 1999, and if I remember correctly, it was cut then and
did not cross the EJ&E. The tracks were in place, though, and simply
ended abruptly where they were cut. I don't recall seeing any wheel
stops or other bumper at the end of the cut segment, so perhaps the track
had been taken out of service and a switch spiked to protect the 'J's'
