My 1942 Beardstown Division TT states the following:
M engines must not operate south of marker post, 5000 feet south of Herrin Jct.
Also:
The speed restrictions for the Herrin Jct and Paducah sub-division are 45 MPH 
for O-1, 0-1-A, R-4 and R-5 engines.
