I hope that this is different enough that the moderators will not
consider this a reply to a closed subject.
Email lists serve a variety of purposes. Probably the most common is to
talk about a given subject and everything related to it, closely related
or remotely related positive or negative comments. Owners/moderators
decided what is appropriate and on topic.
As a short example the FrontPage (Web development software sold by
Microsoft) list is independent and all comments about the program are
accepted but Microsoft bashing in general is not (not that they care but
it is off topic)
CBQ is a great name for this list, it implies no official connection the
Burlington Route Historical Society. The society is obviously of great
interest to members of CBQ and should be considered on topic including
negative (to a point) comments about billing, the bulletin etc.
The society could if they thought it was necessary start there own list
restricted to members only and keep it to BRHS business only. This would
be a low volume informational list rather than a free flowing anything
(more or less) goes CBQ list.
Looking at it in this light the BRHS has no business trying to regulate
this list. Create their own list and manage it anyway they want.
