All you do is join (for free) and you can access the Library. However, it may
take a bit to get in as it is usually very busy. I joined with a first class
membership for $30.00/year, and I can get in any time, no matter how busy, as
stay as long as I want.
The files are fairly hefty, the CZ Trainset weighs in at 27 meg. I took me
about an hour to download, I don't know how long it would take with a dial-up
(56k) connection
