Here is an interesting find about stock trains returning from U.S. Yards in
Chgo.
Up until Novemeber 1939 the road crews returning to Cicero from stock
delivery would be routed into the east end of Cicero Yard to Morton Park
where the w/c would be switched onto the w/c track. Keep in mind that the
agreement specifically states these train crews stay on final terminal delay
penalty payment until the w/c is physically placed on the w/c track. Remember
they can stay in the w/c while they're tied up in Cicero if they want. Now if
anyone can find old maps of Cicero prior to the 1950s rebuilding you'll see
it could be a time consuming process to wend your way up toward the W/C trks
and then to further slow things the yard engine had to place the w/c onto the
trk.The yard engine could be off doing one of many other things. All this
time the clock is ticking.
Now someone in mgmt gets an idea to run these crews up the main to Lavergne
tower and then back them into Clyde yard at the west end of the entire
complex where there is another w/c trk. This takes considerably less time and
there is an engine always available at Clyde to pull w/cs off the constant
flow of eastbound trains. There goes a whole bunch of final terminal delay
penalty.
So.......... both the Aurora C&I and mainline crews returnng from the stock
yard runs begin submitting timeslips for 100 miles for each time they are run
out over the plant at Lavergne and back into Clyde.They maintain its the
start of a new trip.
The claims are denied locally and pass onto the general Chairman who makes
numerous inquiries to understand the basis for the claims.On June 18,1940
General Chairman Rasmussen writes to the GT local chairman(Hershberger) with
copies to the Aurora local and general chrmn for the other brotherhoods
stating that since the move doesn't go past the westbound yard limit board at
Berwyn and after conferencing with the other general chairman these claims
are not supported by the rules and will not be progressed further.
