Anyone know the story on this?

It seems to be one of those things designed to drive railfans & historians
nuts. It is *not*, of course, "CB&Q 9913", which was E-5A Ph II "Silver Wings"
(later C&S 9954; traded to EMD March 1968).
And it can't be "BN 9913", since that was an E-7A which went to Precision
engineering for scrapping in Nov. 1970.
But it *might* be West Suburban Mass Transit District 9913, and E-9A (aha!)
originally numbered CB&Q 9988B, which became BN 9983 and was transferred to
WSMTD in 8/72, and Morrison-Knudsen-ed in 10/72 (double aha! - not rear end
louvers for HEP!)
So that is probably the identity - the appearance is deplorable if it is meant
to represent a CB&Q unit - no portholes; no door-headlight; ludicrous
fog-lights made worse by painting them *red*; unit number on the rear side
panel as large as the road name and, finally - lines so fine in the nose grill
panels, that it looks like pastel.
Don't ask me who is responsible for this unit, or what their intentions are . .
. I'm not sure I want to know <grin>!
