John,

I have the 1962 Hannibal Division TimeTable #2 in front of me. The line
is listed in the timetable as Main Line. 

I also have the 1963 GM&O Western Division TimeTable #7. It lists
facilities at Mexico, but not at Francis. The timetable distance between
Mexico and Francis was 1.8 miles. Since there are numerous pictures of
the joint GM&O-Q depot at Mexico, I don't find that too surprising.
Facilities listed by that time were pretty basic - Wye, Water.
