You are looking at FW&D 454, a USRA heavy mike. In the late fifties,
454 had a moment of fame in Trains magazine, when it was borrowed by a
neighboring dieselized road for service on flooded trackage. IIRC the
article was entitled "Where Diesels Fear to Tread".
