To add to Leo's reply, the 1968 assignment sheet specifically says this about covered hoppers in the silicia sand service:

"Cleaned and assigned for sillica sand loading only."

For covered hoppers in 181000-181899 series as of early 1968, the following is shown:

Cars were basically in three services, silica sand,cement and clay. I’m sure there were others but these three were the vast majority.
The cars I saw in silica sand were stenciled return to agent Ottawa,Oregon or Wedron,IL. Cement were stenciled return to agent La Salle,IL. Bentonite clay stenciling escapes me at the moment but my memory is they were loaded in Wyoming.

The reason cars were restricted was cross contamination as empty cars are never residue free. Especially these cars. Cement and clay can cling in the cars. You didn’t want clay or cement mixed into someone’s glass or fine sand and vis a verse.

Of course it did happen which resulted in rejected loads and claims against the RR at times depending on the level of contamination and the receivers specifications.

4 cars for Reserve Mining on lines 51-54
1 car   for Empire Mining on line 56 (interesting how this car is not blocked with the IROORE and Reserve Mining cars but is only 1 car away)
2 cars for Erie Mining on lines 86-87 (similar to the train on 6/4/1966 these cars for Erie Mining are much further back in the train)
(13 cars total of bentonite on the train)
