To add to Bill Barber's comments and get you a "timeframe" for that photo, according to Corbin's "Steam Locomotives of the Burlington Route", D-1 #451 in 1898 was re-numbered #1451 and retained that number until 1904, when it received another number, #1631 (it had been converted to a G-4a 0-6-0 in March,1900).  This photo of your great grandfather was taken between 1898 and prior to March, 1900 [if the conversion date is correct].
