[CBQ] Routing from Other Railroads

While I have a general understanding of routing rules, I still have some questions concerning how freight was interchanged between specific railroads.

I am trying to figure out how things were handled in the Omaha area.  It seems pretty easy for eastern railroads and midwestern/western railroads meeting at Chicago or St Louis.  Omaha and Kansas City starts getting a great deal of overlap across the states of Iowa and Missouri and that is where my confusion lies.

For example, if a car originated in eastern Iowa on the C&NW bound for Denver, would it stay on C&NW until someplace like Omaha then handed off to another railroad or done closer to the origin if the railroad had a route to Denver?  Would C&NW favor UP over CB&Q or would it depend on what railroad the final destination was located?
