Looks like Portage Junction just south of the tower on the east side of the river. Note the tower control rods along the rails on the river side.

This is south of East Dubuque, where the CBQ, CGW and IC ran together.

I am pretty sure this is somewhere north of Savanna along the Mississippi River. I am sure someone will recognize this location.
